This is an op amp comparator circuit with an adjustable reference voltage. Adjust R1 to bring the comparator to a cycling state. This analog circuit then mates nicely to a digital logic inverter gate. Adjust the frequency of the AC signal to increase, or decrease, the flashing of the LED.
