This circuit converts UK Mains power (230V AC, 50Hz) to 5V DC. First it steps down the voltage then it rectifies the signal before smoothing it and putting it through a voltage regulator. Note that the 330V amplitude input is not a mistake, the UK mains runs 330V zero-peak, which gives an RMS (effective DC equivalent) of 230V.
